In Person 

You can pay for municipal services by cash, cheque (made payable to “District of Highlands”) or debit card (Interac) at the District Office located at 1980 Millstream Road.

Online via Credit Card

The District of Highlands is now accepting online credit cards payments through a third party payment processor called OptionPay System with applicable third party fees.  

OptionPay allows credit card payments for: 

  • Property Taxes
  • Tickets and Fines
  • Permits and Licenses
  • Account Receivable

Some services must be paid in person at the District office as the invoice may need to be customized to your unique needs for service.

Online or Telephone Banking

You can pay your property taxes through your financial institution’s online or telephone banking services. To set up the District of Highlands as a payee, use your 11-digit roll number (no spaces or punctuation, e.g., 36215999000). When searching for the payee, select “Highlands, Dist (BC) Taxes.”
Please allow sufficient time for your payment to be processed and received by the District before the due date. For assistance, contact your financial institution.

Payment Drop Box

Payments can be placed in the drop box located at the main entrance of the District Office (1980 Millstream Road). Please place your cheque in an envelope along with any supporting payment information, and deposit it in the drop box to the left of the front entrance. Do not place cash in the mailbox.

By Mail

You can pay for municipal services by cheque (made payable to the “District of Highlands”) by mailing it to 1980 Millstream Road, Victoria, BC, V9B 6H1. Please note that payments are considered received on the date they arrive at the District Office; postmarks are not accepted as the payment date. Be sure to allow sufficient time for delivery and processing.

Paying by Cheque

Please include your payment stub or invoice, or clearly write your reference number (e.g., folio, invoice number, permit number) on the bottom of the cheque to ensure your payment is applied correctly.
