The BC Building Code (BCBC) is a provincial regulation that governs how new construction, building alterations, repairs and demolitions are completed. This code establishes minimum requirements for safety, health, accessibility, fire and structural protection of buildings and energy and water efficiency. A building permit is required before constructing, repairing, altering, moving or demolishing a building or structure.

Inspections are required to determine that conditions set out in a building permit have been satisfied and they are performed at various stages of construction. A final inspection is required upon completion of a project and before an occupancy permit can be issued.
The building inspector provides explanations of building code and bylaw requirements, reviews preliminary building plans to determine compliance with regulations, provides interpretations of the BC Building Code, and discusses appropriate construction methods.
The Building Bylaw states that a "simple building" shall obtain an inspection and receive a Buildings Official's acceptance prior to concealing any aspect of the following work:
foundation and footing forms (before concrete is poured);
installation of perimeter drain tiles and damp-proofing (prior to backfilling);
rough-in of all chimneys and fireplaces and solid fuel burning appliances;
rough-in plumbing;
insulation and vapour barrier;
health and safety aspects of the work prior to occupancy

The construction value for buildings shall be the contract price or, where there is no contract price, the value shall be calculated according to the following schedule. Refer to Building Regulation Bylaw No. 192 where there is more than one building.
