What are the Home-based Business Regulations?

Home-based businesses are permitted in the District of Highlands and do not require a business licence. However, property owners must ensure that their business complies with the District's Home-Based Regulations and that the use is permitted within their property's zoning designation.

Before commencing a home-based business, residents are encouraged to contact the District Planner to confirm zoning compliance and any applicable regulations.

Intermunicipal Business Licencing

Home based or commercial business licences are not issued in the District of Highlands. Although the District is part of the Intermunicipal Business Licencing Program.  To be able to obtain an Intermunicipal Business Licence you must already be operating a business on, in or from a premises within the District of Highlands.  

What is an Intermunicipal Business Licence?

An Intermunicipal Business Licence allows businesses licensed in a participating Capital Regional District municipality to operate across all participating municipalities without having to obtain separate business licences in each jurisdiction. This provides a convenient and cost-effective way for businesses to work throughout the region while maintaining a single primary business licence.

Participating municipalities include: Central Saanich, Colwood, Esquimalt, Langford, Metchosin, North Saanich, Oak Bay, Saanich, Sidney, Sooke, Victoria, View Royal, and Highlands.

What is the cost of an Intermunicipal Business Licence?

The annual fee for an Intermunicipal Business Licence is $100 and may be purchased at the District Office.
