The District of Highlands is inviting community feedback on recently completed accessibility upgrades at the District Office, located at 1980 Millstream Road.
As part of the District’s ongoing commitment to accessibility and in alignment with the Accessible British Columbia Act, two priority upgrades identified in the District’s Accessibility Plan have now been completed:
- Installation of a new accessible main entrance door, improving ease of entry and independent access for people using mobility aids.
- Driveway and parking area improvements, replacing uneven gravel surfaces with a smooth, stable, and accessible path of travel from Millstream Road and the parking area to the building entrance.
These improvements were supported through the SPARC BC Local Community Accessibility Grant Program, with input from the Capital West Accessibility Advisory Committee.

We want to hear from you
The District is seeking feedback from residents, visitors, and community members to help:
- Understand how well the upgrades support safe, dignified, and independent access to municipal services
- Identify lessons learned and areas of success
- Inform future accessibility improvements at District facilities and in public spaces
How to provide feedback
Community members are invited to share their comments, observations, or suggestions by email to accesssbility@highlands.ca or in writing or in person at the District office (1980 Millstream Road, Victoria BC V9B 6H1) or by phone at 250-474-1773.
Feedback received up until March 20, 2026 and will be summarized and considered alongside input from Council and the Capital West Accessibility Advisory Committee, and will help guide future accessibility planning and implementation of the District’s Accessibility Plan.
