Community Centre Information

HIGHLANDS COMMUNITY HALL - WHERE should it be located?

ATTEND ONE OF THE OPEN HOUSES AND BE ENTERED TO WIN A FALL HARVEST FOOD BASKET!

The funds to cover the projected costs of building an environmentally sustainable Community Hall in the Highlands are now in place, largely due to a grant from the Province of British Columbia.

Please provide your input to the Community Centre Task Force on where you would like the new Community Hall to be located - in one or all of the following ways:

  • Fill out this short questionnaire (delivered via post to all highlands addresses or obtain one for the municipal office) and  drop it off at the Municipal Office – 1980 Millstream Road
  • Come to one of the Open Houses:

    Saturday, October 23, 2010  |  12 - 4pm 
    Sunday October 24, 2010 | 12 - 4pm
    Where: School house, 1589 Millstream Road

The Community Centre Task Force is a group of Highlands residents appointed to make site and building recommendations for the community hall to Council.  They will hold an Open House to provide information and invite discussion about three potential sites. More information on these sites is on the reverse side of this page. Tours of each site will be available during the times of the open houses, starting from the schoolhouse.

Possible Locations for a Community Hall
We want to know what you would prefer....

Site A - Municipal Hall Site

  • Near corner of Hanington and Millstream Roads.
  • Could attach to present municipal office.
  • Owned by the District of Highlands.
  • Water and septic available but needs upgrading.
  • Limited solar potential due to large number of trees.
  • Near south boundary of Highlands - greater distance from most Highland residences.
  • Inadequate parking  - would  require more land clearing.
  • Minimal expected impact on neighbouring residences.

Site B – FINLAYSON ARM AND MILLSTREAM ROAD 

Privately owned.  Proposal is a gift to the municipality of an amenity of approximately 23 acres with a rezoning required that, if approved, would allow creation of 8 new residential lots to average about 4 acres each. 

  • Building site - 10 acres on Finlayson Arm Road at Millstream Road.
  • More central to many Highland residences.
  • Building site and parking area already cleared.
  • Most of the amenity area is in its natural state.
  •  Needs septic and well water.
  • Adequate parking on site – no further clearing necessary.
  • Good solar potential.

There would also be a donation of the hydro easement which would add to the East, West Thetis / Gowland Todd connector trail.

Site C – TWINFLOWER PARK

  • Located near the junction of Millstream and Caleb Pike Roads
  • Owned by the District of Highlands.
  • Close to existing recreational facilities and community heritage site.
  • Building site restricted by existing fire hall and wetlands.
  • Site will require the building to be closer to wetlands than current bylaws allow.  A variance will be required.
  • Existing jump park would need relocation.
  • Extensive tree removal required.
  • Existing well  -  challenging area for septic field.
  • Less central to east Highland residents.
  • Increased traffic may impact neighbouring residents.
  • Limited space for parking.
  • Limited solar potential.
